Drug abuse has been variously defined as a legal, moral, medical, health, or social problem. For many years, the federal government’s effort to control the use of narcotics was predicated on the notion that the use of narcotics was a crime, per se, and that drug addicts should be punished as criminals. Whether from cause or effect, this federal attitude was reflected in public attitudes. (29 pp.)
