The mental health professional often can feel helpless when social pathology or distortions in the system are heavily implicated in some cases. The questions one must ask are how has this child and this family responded to these conditions and what can be mobilized to help and modify these responses. At the same time, the needed changes in the system should be shared with community planners, community change agents, and community advocate programs. (94 pp.)
